Procedures for the Issuance of Conformance Certification, Interoperability Test (IOT) Badges and End-to-End (E2E) Test Badges(Updated July 16, 2025)
1. O-RAN Specification
Tests for certification and badge issuance are conducted in accordance with the O-RAN specification (a specification set by the O-RAN ALLIANCE) to ensure that the product complies with the standards set forth in the O-RAN specification. The latest version of the O-RAN specification can be found below and is available to anyone under the conditions set by the O-RAN ALLIANCE.

The O-RAN specification is published three times a year. The O-RAN specifications corresponding to the certification and each badge test are as follows.

2. Procedures for Taking the Certification or Badge Issuance Test
(1) Conformance certification, IOT badge, and E2E test badge issuance are available regardless of whether the applicant is an O-RAN ALLIANCE member (“member,” “contributor,” or “academic contributor”) or not. If the applicant is not a member of the O-RAN ALLIANCE, it is necessary to enter into a Trademark License Agreement with the O-RAN ALLIANCE.
(2) Confirm in advance as much as possible that the specifications of the device to be tested conform to the O-RAN specifications for the certification or the badges. Please use the latest version of the O-RAN specification, “O-RAN ALLIANCE Test and Integration Focus Group Certification and Badging Processes and Procedures: O-RAN.TIFG.TS.Cert-Badge.0-R004”. It is possible to use an older version of other specifications at the time of the test, but it is not possible to mix multiple versions of the specification.
(3) Please contact the Japan OTIC Secretariat to request certification or badge issuance first.

(4) Please fill out the application form and submit it to the Japan OTIC Secretariat. If you would like to be tested in a specific Japan OTIC laboratory (host), please indicate this.

(5) We will have a meeting with the person in charge of the Japan OTIC test, decide on the content of the test, the work associated with the test, the test schedule, etc., and present an estimate of the test fee. Please note that depending on the specifications of the device to be tested, the test may not be possible. In addition, the test fee varies greatly depending on the specifications of the equipment to be tested, so there is no predetermined fee list at this time.
(6) When it is decided to conduct the test, you will be required to conclude the necessary agreements such as a confidentiality agreement.
(7) We will conduct tests based on the O-RAN specifications, verify the test results, and prepare a test report and summary report.
(8) The Japan OTIC Secretariat will notify you of the approval or rejection of the certification or badge issuance. When issuing certification or a badge, we will issue a certification logo (electronic data) provided by the O-RAN ALLIANCE. At the same time, the following authentication IDs will be issued.

Note: yy is the second decimal digit of the year in which the date of issuance of the badge is included, and #### should be a sequential number starting with 0001.
3. Post-certification or badge issuance
(1) In order to prevent tampering with the test report and summary report and to guarantee the authenticity of OTIC and the vendor, we will use an electronic signature (co-signature of OTIC and the vendor) issued by a trusted certificate authority.
(2) Catalog data related to the badge (certification ID, date of certification, vendor name, device model name, test OTIC name, etc.) will be published on the O-RAN ALLIANCE website.
(3) The badge logo may be used for marketing purposes, such as on the website, brochures, and on the product itself.
(4) In accordance with the provisions of the O-RAN specification, test reports and summary reports must be provided when requested by Members of the O-RAN ALLIANCE (telecommunications operators). On the other hand, if there is a request for provision from a person other than a Member, we will not provide it without the permission of all parties who have the rights to it.
(5) Applicants are required to maintain a compliance folder for 6 years. A compliance folder is a collection of detailed measurement results and related materials that demonstrate that the device under test complies with the badge issuance standards. And it must contain at least the following information: badge issuance standards, and is supposed to contain at least the following information:
・Index of contents ・Completed ICS with test execution information ・Model/type numbers ・Brand name ・Manufacturer detail ・Technical description including a block diagram, circuit diagram ・Details of significant design aspects (features, specifications, installation measures, control of variants and manufacturing) ・Variant description (as applicable) ・Software version(s) / SVN ・Reference to versions of O-RAN ALLIANCE Certification Criteria used ・User, installation, or special instructions ・Test data ・Internal and the third party test reports ・Products tested for interoperability ・Details of changes in hardware and/or software configuration together with evidence of continued compliance ・Evidence that the device has been developed and tested according to the Quality Management Program requirements ・A copy of the Certification Declaration |
